WIP - cmvlc works for freerunning with a MDPP32 SCP.

This MR so far just to keep track of the remaining commits needed to get MDPP32 SCP to work with cmvlc in free-running mode.

They need various amounts of cleanup. The first likely only mock prototypes and dummy functions. The fuser more help...
